If you're making a tassel with a wooden top, try drilling a small hole in the top as shown in this tassel tutorial.

Generally, cotton, rayon or silk thread is easier to trim when it's wet. This will help keep little threads from flying away and escaping your scissors. Keeping the threads centered, rather than spread out, on your form while wrapping the tassel should also help keep it more even.
