"Kids Knitting: Projects for Kids of all Ages" by Melanie Falick is a great book for kids who want to learn to knit. Most toy stores also have children's knitting kits in their craft sections. Since these kits typically come with instructions and materials for one sample project, this is a low-cost way for a child to try knitting.
