The refill packets for the BeDazzler are widely available at craft stores, online retailers, and auction sites such as eBay. Simply type "BeDazzler rhinestones" into your favorite search engine for a list. Most sites will ship to Hong Kong, but you'll need to pay an extra fee for this service.
